This is a late printing (1914) of what is clearly a work produced around 1898-1900 for cutting of Women's Children's and Men's Clothing of the Turn of the 20th Century
It comes complete with instructions for every dress and suit for Men, Women and children. The measurements as given are small, but not hard to convert to custom sizes. There are even patterns for "fleshy" women.
